Schiffer, a Republican, had represented District 22 in Sheridan and Johnson counties since 1993. He was diagnosed with liver cancer last month.</span></p><p><span style="color: rgb(34, 34, 34); font-family: arial; font-size: small; line-height: normal;">State Treasurer Mark Gordon was Schiffer’s long-time friend and business partner.
