Cheyenne, WY – The floor leader of the state Senate worries that a bill to send over 250 million dollars to local governments is circumventing the budget process. During discussion of the State Budget, Senator John Schiffer of Kaycee says local government is supposed to come to the legislature and ask for additional funding. But he says this bill is handing cities and counties new money. Schiffer supports additional money for areas impacted by energy development but he thinks that money should be targeted for specifically for those areas. The legislation that passed the House this week, would also provide funding for communities that receive substantially less sales tax revenue then other areas of the state. Schiffer thinks that issue needs more discussion.
