Wyoming restores contract with juvenile facility

Sheridan, Wyo. – The Wyoming Department of Family Services has restored its contract with a residential facility for juveniles in Sheridan.

Normative Services Inc. is a non-confinement, residential facility for boys and girls ages 14 to 18. Judges place children there because of behavior problems or because of abuse or neglect. The facility housed as many as 150 youth last year but that number declined by about two-thirds after the state withdrew from its contract with Normative in March.

State officials haven't publicly said why they pulled the contract but public documents show department concern about youths frequently being physically restrained.

Department Director Tony Lewis has said Normative Services has taken steps to improve.
